K-means cluster
Pixels are grouped into N colour buckets using iterative k-means clustering.

Flood-fill regions
BFS finds connected pixel regions sharing the same colour cluster.
Step 04
Contour trace
Boundaries are walked using an 8-directional chain-code and smoothed.
Step 05
Emit SVG
Each region becomes an SVG <path> filled with its cluster colour.
